Apologies were accepted and approved

479/06MINUTES

Minutes of the meeting held on 12th February 2007 were approved and signed by the chairman.

480/06DECLARATIONS OF INTEREST

The following declarations were made:

Cllr Burrows declared that he was not a member of the committee.

Cllr Buskin declared a personal interest in planning application 07/0436/FUL, being a distant neighbour.

481/06TO CONSIDER THE FOLLOWING PLANNING APPLICATIONS

a) 07/0059/FUL erection of 3-bedroomed bungalow, Lane End, Harepath Road, Seaton (amended plan)

Members unanimously recommended Refusal. They said the amendments did not address the objections raised with the previous applications. They reiterated their reasons for refusal as:

a) loss of privacy to 26 Boundary Park

b) overdevelopment

c) unsafe vehicular and pedestrian access

1 letter of objection received

b) 07/0315/FUL replace flat roof with pitched roof and re-position 2 no. side walls to kitchen, Ravenscourt, Westwood Way, Seaton

Members unanimously recommended Approval

c) 07/0316/FUL demolition of detached garage and erection of two-storey extension, 12 Newlands Park, Seaton

Members agreed that there was sufficient space for the proposed extension and therefore unanimously recommended Approval

1 letter of objection received

d) 07/0384/FUL rear extension, Penylan, 56 Marlpit Lane, Seaton

Members unanimously recommended Approval

e) 07/0387/FUL erect 2 no. new dwellings, land adjacent to 5 Woodbine Place, Seaton

Members agreed that their objections to development at this site remained as previous stated on all earlier applications. They therefore unanimously recommended Refusal on the grounds of:

a) overdevelopment

b) out of character with the area

c) loss of light to neighbouring properties

f) 07/0420 FUL rear extension, 5 West Acres, Seaton

Members unanimously recommended Approval

g) 07/0426/TRE reduce and shape one silver birch by 30%, thin and formative prune two hornbeam and one rowan, Clock House, 10 Wessiters, Seaton

Members recommended Approval by 9 votes in favour to 1 against.

1 letter received in support of application

h) 07/0428/FUL lounge, bedroom and garage extensions, 34 Honey Ditches Drive, Seaton

Members unanimously recommended Approval

i) 07/0436/FUL removal of existing utility room/porch and construction of new porch, 103 Harepath Road, Seaton

Members unanimously recommended Approval but requested the Clerk to point out to EDDC Planning Department that the application was for a new utility room and not a new porch.

j) 07/0469/FUL single storey extension to provide kitchen and additional wc, The Galley, Esplanade, Seaton

Members were concerned that once again an application was being submitted that was principally the same as one previously refused. They re-confirmed their previous objections and recommended Refusal by 10 votes and 1 abstention (Cllr Mrs Partridge-Hogbin) on the grounds of:

a) Overdevelopment

b) out of keeping with area

c) adverse impact on neighbouring shops, loss of light to shops

482/06 CORRESPONDENCE

a) M Williams, EDDC – correspondence between Mrs Little and Mr Nightingale re. 8 Honey Ditches Drive, Seaton.

Noted.

b) EDDC Enforcement Officer – removal of skylight, 1 Westcliffe Terrace, Seaton

Noted.

c) EDDC Development Control Officer

Members requested the Clerk to invite Mr Stephen Belli, new EDDC Development Control Officer, to the next convenient Planning Committee meeting.
