Mrs Cotterill enquired whether the Council had responded to the recent EDDC press release on the proposals for a Wetlands Centre in Seaton and on the regeneration proposals.
The Clerk replied that a short statement had been made available to the press advising that the Council had not been fully consulted and were therefore not yet able to comment in detail. She said that a response had been made, however, to the Executive Board on the proposals that they were being asked to approve, and Seaton Town Council was requesting a deferment of discussion until they had had the opportunity to respond in full.
Mrs Cotterill enquired whether, as there were not any members from Seaton on the Executive Board, they could be co-opted. She was advised that co-option was not possible but members who were not on the Executive were allowed to speak.
Cllr Meakin thanked the Clerk and others for the amount of work put into the Council’s response.

Minutes of the meeting held on 23rd October 2006 were approved and signed by the chairman.
Cllr Mrs Jones declared a personal interest in application 02/2822, 40/42 Harbour Road.
Cllr Burrows declared that he was not a member of this committee and would therefore not be voting on any matters.
Members agreed that the amendments now addressed previous reasons for refusal, and unanimously recommended Approval
It was unanimously Resolved to recommend Refusal on the grounds that the proposed development was too close to neighbouring property, resulting in loss of light and privacy to that property. The proposal was also considered overdevelopment. Members remained concerned that the removal of one garage would result in parking problems, and therefore believed that the proposal continued to be contrary to policy TR10 of the Devon Structure Plan.
Members recommended Approval by 7 votes to 1, on the condition that EDDC only approves the application if it is in accordance with flood prevention requirements for development on that site.
Members unanimously recommended Refusal on the grounds that the fencing was out of keeping with the area.
Members stated that were unclear why it had been necessary for this application to have been submitted, and unanimously recommended Approval
Copies of all Minutes of all the Council's meetings are held in the Council Office and copies are sent to Seaton Library once they have been signed by the chairman as a true record of proceedings at the subsequent meeting.
