QUESTIONS FROM THE PUBLIC

Mrs Cotterill of Wessiters, spoke on application 06/2790 Conygar, Highcliffe Cres, Seaton. She said she was pleased to see that the application had now reverted to a bungalow but hoped that sufficient screening would be provided to ensure that there was no loss of privacy to neighbours.

Mrs Price of 21 Court Lane spoke on application 06/3157/OUT 25 Court Lane, Seaton. She queried whether the planning authority investigated proposed applications prior to submission. She was advised to raise any issues of concern for the attention of the planning department. She said she was concerned that the service road was not suitable for an additional four houses, nor were the drain and sewerage systems. She also said that whilst the ownership of the road was unclear, it was a private road.

Mrs Sergeant spoke on application 06/3225 Tregenna, Highcliffe Cres, Seaton. She said she had submitted a letter stating all her reasons for objecting to this application.

Minutes of the meeting held on 27th November 2006 were approved and signed by the Chairman.

335/06DECLARATIONS OF INTEREST

Cllrs Burrows and Garner advised that they were not members of this committee and would therefore not be voting on any matters.

The Chairman proposed that, in view of the number of members of the public who were attending the meeting in relation to planning applications 06/3157/OUT 25 Court Lane and 06/3225/FUL Tregenna, these items be considered first. This was unanimously agreed.

383/06TO CONSIDER THE FOLLOWING PLANNING APPLICATIONS

06/3157/OUT demolish bungalow and erect four dwellings, 25 Court Lane, Seaton

Concerns expressed by residents were noted. Members unanimously recommended Refusal on the grounds of:

  1. overdevelopment;
  2. inadequate access;
  3. dangerous exit onto Court Lane by a corner;
  4. dangerous exit onto Court Lane opposite unrestricted parking;
  5. insufficient parking provision;
  6. insufficient turning area;
  7. loss of light and privacy to neighbours;
  8. inadequate sewerage and water provision for additional properties.

06/3225/FUL erection of 6 flats, land adjacent Tregenna, Highcliffe Cres, Seaton.

Members unanimously recommended Refusal on similar grounds as for the previous application 06/1664 as they could see little change:

  1. proposed balconies resulting in loss of privacy to neighbours
  2. proposed multi-occupancy resulting in a significant increase in traffic, parking and congestion
  3. proposed multi-occupancy resulting in increased noise and light pollution
  4. proposed design architecturally completely out of keeping with the area
  5. inappropriate use of site
  6. the design is overly intrusive on the landscape and on neighbouring properties
  7. the building line is extended beyond that of 70 Beer Road and Tregenna
  8. overdominant on the street scene and therefore detrimental to the area
  9. insufficient parking provision

Members were also concerned that the address of application 06/1664 differed from that of 06/3225 and therefore did not appear on the history listing of the latter application. The Clerk was requested to raise this with the Planning Officer.

06/2425/FUL alteration to access for wheelchair use, 6 Beer Road, Seaton

Members recommended Approval by 7 votes in favour to 1 against (Cllr Buskin)

06/2790/OUT new dwelling and detached garage Conygar, Highcliffe Cres, Seaton (amended plan)

It was noted that the reduction from 2-storey to a bungalow had resulted in a much increased footprint closer to the neighbouring boundary. This could result in felling of trees and the Clerk was awaiting advice from the Tree Officer. It was therefore agreed to defer a decision on this application until the next meeting.

06/2893/FUL erection of two semi-detached dwellings and garages, land and garages, Trevelyan Road, Seaton (amended plan)

It was noted that amendments had been made to take account of flooding concerns. Members therefore recommended Approval of this application by 7 votes in favour and 1 against (Cllr Meakin)

06/3261/FUL two-storey side extension, single storey rear extension and porch, 136 Harepath Road, Seaton

Cllr Buskin declared a personal interest as the site was close to the rear of his property.

Members recommended Approval by 7 votes to 0.

06/3262/FUL dormer at 2nd floor level, Beach End, 8 Trevelyan Road, Seaton

Members unanimously recommended Approval

06/3309/FUL 2-storey side extension, 5 Greenway, Seaton

Members unanimously recommended Approval

06/2159/FUL appeal ref APP/U1105/A/06/2028779/WF replacement porch/small conservatory 3 Highcliffe Court, Highcliffe Close, Seaton
