Mrs Cotterill of Wessiters, spoke on application 06/2790 Conygar, Highcliffe Cres, Seaton. She said she was pleased to see that the application had now reverted to a bungalow but hoped that sufficient screening would be provided to ensure that there was no loss of privacy to neighbours.
Mrs Price of 21 Court Lane spoke on application 06/3157/OUT 25 Court Lane, Seaton. She queried whether the planning authority investigated proposed applications prior to submission. She was advised to raise any issues of concern for the attention of the planning department. She said she was concerned that the service road was not suitable for an additional four houses, nor were the drain and sewerage systems. She also said that whilst the ownership of the road was unclear, it was a private road.
Mrs Sergeant spoke on application 06/3225 Tregenna, Highcliffe Cres, Seaton. She said she had submitted a letter stating all her reasons for objecting to this application.

Cllrs Burrows and Garner advised that they were not members of this committee and would therefore not be voting on any matters.
The Chairman proposed that, in view of the number of members of the public who were attending the meeting in relation to planning applications 06/3157/OUT 25 Court Lane and 06/3225/FUL Tregenna, these items be considered first. This was unanimously agreed.
Concerns expressed by residents were noted. Members unanimously recommended Refusal on the grounds of:

Members were also concerned that the address of application 06/1664 differed from that of 06/3225 and therefore did not appear on the history listing of the latter application. The Clerk was requested to raise this with the Planning Officer.

It was noted that the reduction from 2-storey to a bungalow had resulted in a much increased footprint closer to the neighbouring boundary. This could result in felling of trees and the Clerk was awaiting advice from the Tree Officer. It was therefore agreed to defer a decision on this application until the next meeting.
It was noted that amendments had been made to take account of flooding concerns. Members therefore recommended Approval of this application by 7 votes in favour and 1 against (Cllr Meakin)
Cllr Buskin declared a personal interest as the site was close to the rear of his property.
