Minutes of the meeting held on 30th January 2007 were approved and signed by the chairman.

567/06TO AGREE AREAS OF RESPONSIBILITY AS NOTED IN JUDGING CRITERIA

568/06TO RECEIVE MEMBERS’ CONTRIBUTIONS FOR SEATON IN BLOOM PORTFOLIO FORWARD PLAN

Members were advised that a copy of the St Just Portfolio was available for anyone who wished to see it. This was considered a good example of what the judges were looking for.

It was agreed that items for inclusion in the portfolio should include:

New Initiatives

Allotments, new seafront tap, new seafront lighting, hedge laying at Tracy’s Field, Guides flowerbed, boules pitch and a contribution from the Council’s contractors.

Hard and Soft Landscaping Projects:
  1. Seaton Primary School may have a new project for inclusion this year;
  2. Time Trail
  3. Round Orchard
  4. The Square – tree and history, new seat
  5. Cliff Field Gardens beds
  6. Boules pitch
  7. Flowerbeds – maintenance by Seaton Lions and Tower Chalet Park
  8. Cliff Field Gardens – areas tended by Mr B Benfield and Seaton Guides
  9. Hard-standing in Windsor Gardens by Phoenix
  10. Disabled access being provided at footpath from St Gregory’s Church
Town Clean-up - Community Support

The Clerk was requested to write to:

  1. Townsend Surgery and Seaton Fire Service to ask them to ensure that the planters outside their premises were well watered and maintained;
  2. Axe Valley Pedallers to seek their help in ensuring that the SUSTRANS cycle path was clean and in good order;
  3. Refuse problems – It was agreed to discuss with Youth Service and ask Youth Town Council for their support. PCSOs were to be asked to pay particular attention prior to judging to help keep the town clean;
  4. It was agreed to ask Seaton Scouts for help with a general clean-up during the evening before judging, but for the committee to check on the morning of judging to ensure there had not been any problems overnight.

Recycling

The Chairman agreed to discuss the poor facilities in the town with Andrew Hancock, Streetscene Officer, and to seek facilities for the recycling of oil, electricals, batteries and wood and to reintroduce compost for sale in the town.

Environmental Improvement – inclusions on:
  1. Sustainable Living Group
  2. Design Statement Group
  3. Napoli Beach Clean
  4. Gardens marked up in Town Guide

The chairman said he had been advised that the judges liked to meet individuals/representatives from groups who contributed to upkeep of floral areas or were involved in activities relevant to the competition; the chairman to approach.

The following additional actions were agreed:

  1. Cllr Knight to approach Dave Kelf to talk about the annual beach clean that he organises;
  2. Cllr Knight to enquire about an appropriate display/feature at the entrance to the town
  3. Cllr Knight to ensure that Derek Hurford uses peat-free compost for all the towns pots and baskets;
  4. The new handyman, when appointed, to stain and then plant up the pots on the Moridunum with geraniums, marigolds, dahlias and trailing ivy;
  5. It was agreed that any plants in the Councils beds/pots/planters that were lost should be replaced as required by the town handyman
  6. Display in Town Hall foyer on town activities
  7. Inclusion on Council’s website
569/06TO CONSIDER RENTAL OF RAILING BASKETS FOR USE AT TOP OF MORIDUNUM

It was agreed to rent 8 troughs from Streetscene to be placed on the top of the Moridunum at a cost of £100 per year for 8 years.

570/06TO AGREE ARRANGEMENTS FOR 2007 BEST FRONT GARDEN COMPETITION

It was agreed that:

  1. a new poster should be produced;
  2. plaques should be provided for the winners;
  3. all councillors and volunteers to deliver letters to residents advising them of the competition and requesting them to keep rubbish covered to prevent problem of seagulls;
  4. criteria for judging to be decided at next meeting
571/06TO RECEIVE REPORT ON MEETING WITH BRITAIN IN BLOOM JUDGE (Cllrs Knight and Mrs Partridge-Hogbin)

Members were advised:

  1. judges like to meet individuals who are involved – the more, the better;
  2. more colour in floral areas;
  3. more elder/willows
  4. verges – cut only half and allow remainder to grow wild;
  5. composting facilities at allotments;
  6. system of mulching
572/06TO PROPOSE THAT 4 x HANGING BASKET STAND IN WINDSOR GARDENS BE REPLACED

It was agreed to purchase 1 x 22” unit with inserts and to relocate the 4 hanging baskets. Clerk requested to seek approval from Jimmy Green, Wine Shop and Temptations.

573/06TO PROPOSE THAT LOCAL NURSERIES BE INVITED TO CONSIDER AN ANNUAL GARDENS DISPLAY AT CLIFF FIELD GARDENS (Cllr Farlow)

The proposal to hold a garden festival in Cliff Field Gardens was agreed. Cllr Farlow was requested to write to local nurseries to establish level of support and discuss arrangements.
